IKO IFKO valable en France ?

Bonjour à tous,
Voila une semaine que j'essaye de comprendre le sens de cet e-mail de l'IKO.
J'appelle à l'aide un juriste anglophone et/ou à défaut n'importe quelle personne capable de répondre clairement à la question posée en bas de ce post.
Pour vous aider à ne rien comprendre : (Les affirmations suivantes sont vraies)
-Jusqu'à présent on ne pouvait pas enseigner le kite en France avec l'IKO
-Le BPJEPS est géré et décerné par la FFV -avec V comme voile et sans L à la fin-
La semaine dernière les titulaires de l'IKO on t reçu ce mail :
IKO Standards official recognition by IFKO.
IKO Standards are now recognized by the International Federation of Kitesports Organisations (IFKO). An official agreement has been signed on March 15th, 2016. This gives the absolute new benefit and incontestable advantage for all IKO certified members and more specifically for instructors. You can now gain legal recognition in your country if a national organization is associated to the IFKO and once an equivalency program has been defined based on the national standards in place.
Currently, APKite in Portugal and FFVL in France are the two first national organizations affiliated to the IFKO. For countries not affiliated to the IFKO yet, IKO members are encouraged to approach the most appropriate national organization. Affiliating a national organization creates a win-win situation for all actors of Kitesports. The members of the national organization are recognized nationally as well as internationally thanks to the IFKO.
Indeed, the national organization affiliated to the IFKO becomes the national authority for Kitesports working and applying the IKO standards. The national organization receives direct support from both the IKO and the IFKO while serving the local Kite community.

Vu que le mail annonce que la FFVL a reconnu L'IFKO est-ce que ça signifie que les IKO ont le droit de se mettre à leur compte n'importe où en France sans se faire péter les vitres de la camionnette ?
